Article I. Name
of Group:
Student
Water Resources Group of Portland State University,
A Student Chapter of the American Water Resources Association (AWRA) and American Institute of Hydrology (AIH)
Article II. Objectives:
The objectives of the Chapter are:
1. Collecting, organizing, and disseminating ideas and information in
the field of water resources.
2. Providing a means of interaction within the water resources community.
3. Representation of membership in the campus community.
4. Providing information about the Chapter to incoming students.
5. Promote regionally and locally the objectives of the Association.
6. Encourage membership in the Association.
7. Arrange such regional and local conferences or seminars as deemed
valuable.
8. Make recommendations to the Board of Directors on the conduct of
the affairs of the Association.
Article III.
Membership:
1. Any registered
student of Portland State University is eligible for membership.
2. No membership fees are required; however national membership in AWRA
is strongly encouraged.
Article IV. Meetings:
An organizational
meeting will be held during the first month of each quarter (excluding
Summer) of the academic year. Additional meetings will be held if needed.
Article V. Officers:
1. There will be
four elected officers: Academic Activities Director, Social Activities
Director, Volunteer and Campus Activities Director, and the Correspondence
Director.
2. The officers will constitute the Executive Committee, with duties
defined in Article VI.
3. There will be two advisors, both members of AWRA and at least one
a faculty member of Portland State University.
4. All Chapter officers must be student members of the National AWRA
Article VI. Responsibilities:
1. The Executive
Committee members are the official representatives of the Chapter and
are responsible for organizing and presiding over meetings.
2. The Academic
Activities Director is responsible for organizing and disseminating
information to the group regarding conferences, workshops, symposia
and other academic opportunities for SWRG representation and participation.
3. The Social Activities
Director is responsible for organizing and disseminating information
to the group regarding social activities including field trips.
4. The Volunteer
and Campus Activities Director is responsible for organizing and disseminating
information to the group regarding opportunities for volunteering with
watershed councils, school groups, and other potential activities.
5. The Correspondence
Director administers correspondence and posts minutes of the meetings
to the web site and keeps the National AWRA informed about the Student
Chapter activities. It will also be the responsibility of the Correspondence
Director to maintain the SWRG web page.
6. All members of
the Executive Committee will be responsible for monetary transactions
of the Chapter and will perform the duties of the other members of the
committee when the one is absent.
7. The Executive
Committee, by a majority vote:
a. designs the policy of the Chapter;
b. initiates the activities of the Chapter;
c. appoints committees, contingent upon acceptance of the appointees;
d. informs the Chapter on policy intentions at each meeting. Authority
to implement policy is contingent upon majority approval by Chapter
members present at the meeting.
Article VII.
Elections:
1. The outgoing
Executive Committee (or the advisors if no Executive Committee at the
time) will conduct secret ballot elections one month before the end
of each fall term. The term of all officers is one year beginning immediately
after the results of the election are confirmed.
2. The remaining officers will conduct special elections for vacated
offices.
Article VIII.
Dissolution:
1. The Chapter may
be dissolved by a majority vote of the total membership, or by the Board
of Directors of the National AWRA for just cause or if the Chapter becomes
inactive.
2. If dissolution is favorably acted upon, all just debts shall be paid
out of funds of the Chapter, and all remaining Chapter funds and other
assets, together with all Chapter records and files, shall be transferred
to the National AWRA.
Article IX. Amendments:
The By-Laws may
be amended at any meeting with at least two-thirds present of the total
membership present by a two-thirds majority vote.
